Stanislaw Bielen<\/em><\/strong><\/span><\/p>\n <\/p>\n <\/p>\n <\/p>\n L’escalade du conflit militaire en Ukraine a d\u00e9clench\u00e9 une vague d’irrationalisme qui s’est propag\u00e9e \u00e0 la plupart des pays de la r\u00e9gion et a affect\u00e9 de nombreux domaines et aspects de la vie sociale. Le transfert des conflits politiques aux universit\u00e9s a \u00e9t\u00e9 particuli\u00e8rement dangereux et socialement destructeur. Un cas concret qui nous a pouss\u00e9s \u00e0 r\u00e9agir sous la forme de cette lettre est celui des actions scandaleuses prises par des fonctionnaires de rang inf\u00e9rieur de l’Universit\u00e9 de Varsovie contre un enseignant-chercheur de longue date (46 ans en poste) distingu\u00e9 et respect\u00e9 de cette universit\u00e9, le professeur Stanis\u0142aw Bielen.<\/a> Ces actions portent la marque d’un harc\u00e8lement ill\u00e9gal dict\u00e9 par l’hostilit\u00e9 envers la personne du Professeur et l’aversion pour ses vues et opinions exprim\u00e9es dans le cadre de la libert\u00e9 acad\u00e9mique. Sur la base d’accusations non sp\u00e9cifi\u00e9es et impr\u00e9cises port\u00e9es au bureau du doyen par des personnes dont l\u2019identit\u00e9 n\u2019a pas \u00e9t\u00e9 divulgu\u00e9e, des responsables acad\u00e9miques – le doyen et le vice-doyen de la facult\u00e9 des sciences politiques de l\u2019universit\u00e9 – sans proc\u00e9der \u00e0 une v\u00e9rification approfondie des d\u00e9nonciations qui leur ont \u00e9t\u00e9 fournies conform\u00e9ment aux proc\u00e9dures prescrites, sans pr\u00e9senter formellement les all\u00e9gations \u00e0 celui qui a \u00e9t\u00e9 calomni\u00e9 et sans entendre sa position sur la question, ont d\u00e9cid\u00e9 de retirer imm\u00e9diatement au professeur Bielen un de ses enseignements, et sans en informer ses \u00e9tudiants.<\/span><\/strong><\/p>\n <\/p>\n Nous consid\u00e9rons qu’un tel comportement est inacceptable dans un \u00e9tat de droit civilis\u00e9, incompatible avec les normes des relations sociales et contraire aux principes fondamentaux de la libert\u00e9, de l’ind\u00e9pendance et de la neutralit\u00e9 universitaires. Ils rappellent des \u00e9pisodes du pass\u00e9 peu glorieux de l’universit\u00e9 de Varsovie : la discrimination raciale et la pers\u00e9cution pour ses opinions pendant les ann\u00e9es de la dictature de la \u00ab\u00a0sanacja\u00a0\u00bb (1926-1939), la tentative totalitaire de casser la droiture des enseignants pendant la p\u00e9riode stalinienne et la pers\u00e9cution antis\u00e9mite de mars 1968. Au cours de ces p\u00e9riodes, l’universit\u00e9 avait comme aujourd\u2019hui perdu sa boussole morale, pla\u00e7ant le pouvoir sur la communaut\u00e9 universitaire entre les mains de personnes ne poss\u00e9dant pas les comp\u00e9tences \u00e9thiques et intellectuelles suffisantes. Pouss\u00e9es par le d\u00e9sir d’avancement personnel, ces personnes \u00e9taient enclines \u00e0 nuire aux autres en portant de fausses accusations contre eux et en cr\u00e9ant une atmosph\u00e8re d’ostracisme collectif autour d’eux.<\/span><\/p>\n <\/p>\n Nous appelons les plus hautes autorit\u00e9s statutaires de l’Universit\u00e9 de Varsovie \u00e0 prendre des mesures d\u00e9cisives pour mettre fin \u00e0 ces abus et \u00e0 \u00e9touffer dans l’\u0153uf toute tentative de politisation de l’acad\u00e9mie. Comme tout \u00c9tat de droit d\u00e9mocratique, la Pologne et ses institutions publiques doivent respecter l’\u00e9tat de droit, les r\u00e8gles civilis\u00e9es de la coexistence sociale et les principes de la culture politique, tant \u00e9crits que non \u00e9crits. Dans les situations o\u00f9 la paix mondiale est menac\u00e9e, le principe de la libert\u00e9 de la recherche scientifique, de la libert\u00e9 de l’enseignement universitaire et de la libert\u00e9 de discussion doit \u00eatre particuli\u00e8rement prot\u00e9g\u00e9. La soci\u00e9t\u00e9 a le droit de b\u00e9n\u00e9ficier des fruits de ces libert\u00e9s afin de se forger des opinions et des attitudes appropri\u00e9es \u00e0 un moment de d\u00e9cision difficile. La censure politique des discours, l’ing\u00e9rence politique dans le processus d’enseignement, le blocage des discussions, le b\u00e2illonnement administratif des professeurs sont non seulement en contradiction avec la mission de l’universit\u00e9, mais dans une perspective imm\u00e9diate, ils nuisent \u00e0 la soci\u00e9t\u00e9. Si des \u00e9tudiants ou d’autres employ\u00e9s de l’universit\u00e9 qui se cachent derri\u00e8re leur dos ne sont pas d’accord avec des opinions sp\u00e9cifiques exprim\u00e9es ouvertement par le professeur Bielen, ils devraient utiliser leurs droits et leur libert\u00e9 d’expression et le confronter au niveau de la discussion de fond et de l’\u00e9valuation d’arguments rationnels, au lieu d’utiliser des m\u00e9thodes honteuses, discr\u00e9dit\u00e9es \u00e0 de nombreuses reprises dans le pass\u00e9.<\/span><\/p>\n <\/p>\n Nous lan\u00e7ons un appel pressant \u00e0 la communaut\u00e9 universitaire et \u00e0 ses plus hautes autorit\u00e9s intellectuelles et morales pour qu’elles \u00e9liminent les pratiques honteuses de l’environnement et condamnent les attitudes irresponsables et immatures, ainsi que pour qu’elles permettent un d\u00e9bat de fond aussi large que possible, fond\u00e9 sur l’acceptation et le respect mutuels. Personne n’a ou n’a re\u00e7u le droit de revendiquer le monopole de la l\u00e9gitimit\u00e9. L’universit\u00e9 est un lieu de confrontation d’arguments et de logiques, et non un champ de lutte politique men\u00e9 \u00e0 l’aide de moyens issus de l’arsenal des r\u00e9gimes totalitaires. Outre les dommages sociaux incalculables, une \u00ab\u00a0chasse aux sorci\u00e8res\u00a0\u00bb scandaleuse d\u00e9clench\u00e9e pour de basses motivations portera \u00e9galement atteinte \u00e0 l’image de l’Universit\u00e9. Pour \u00e9viter cela, les autorit\u00e9s universitaires doivent prendre d’urgence les mesures appropri\u00e9es, avant qu’il ne soit trop tard.<\/span><\/p>\n <\/p>\n <\/p>\n <\/p>\n <\/p>\n <\/p>\n <\/p>\n Open letter to the authorities of the University of Warsaw<\/strong><\/span><\/p>\n <\/p>\n The escalation of the military conflict in Ukraine triggered a wave of irrationalism that spread to most countries in the region and affected many areas and aspects of social life. Particularly dangerous and socially destructive was the transfer of political conflicts to universities. A concrete case that prompted us to react in the form of this letter were the outrageous actions taken by lower-ranking officials of the University of Warsaw against a distinguished and respected long-term (46 years of work) research and teaching employee of this university, Professor Stanis\u0142aw Bielen. These actions bear the hallmarks of unlawful harassment dictated by hostility to the person of the Professor and dislike for his views and opinions expressed within the framework of academic freedom. On the basis of unspecified and unspecific accusations made to the Dean’s Office by undisclosed individuals, academic officials – the Dean and the Deputy Dean of the Faculty of Political Sciences of the Warsaw University – without conducting a thorough verification of the reports in accordance with the prescribed procedures, without formally presenting the allegations to the victim of these accusations and without hearing his\/her position on the matter, decided to immediately remove Professor Bielen from teaching, without informing his\/her students.<\/span><\/p>\n <\/p>\n We regard such behaviour as unacceptable in a civilised state of law, incompatible with the norms of social intercourse and contrary to the fundamental principles of academic freedom, independence and neutrality. They bring to mind episodes from the University of Warsaw’s inglorious past: racial discrimination and persecution for opinions during the years of \u00ab\u00a0Sanacja\u00a0\u00bb dictatorship (1926-1939), the totalitarian breaking of moral backbones during the Stalinist period and the anti-Semitic persecution of March 1968. In those periods too, the university lost its moral compass, placing the power over the academic community in the hands of people without sufficient ethical and intellectual competence. Driven by a desire for personal advancement, these people were inclined to harm others by making false accusations against them and creating an atmosphere of collective ostracism around them.<\/span><\/p>\n <\/p>\n We call on the highest statutory author<\/span>ities of the academy to take decisive action to put an end to these abuses and to nip in the bud any attempts to politicise the academy. Like any democratic state under the rule of law, Poland and its public institutions should respect the rule of law, civilised rules of social coexistence and the principles of political culture, both written and unwritten. In situations where world peace is threatened, the principle of freedom of scientific research, freedom of academic teaching and freedom of discussion shall be particularly protected. Society has the right to benefit from the fruits of these freedoms in order to develop appropriate opinions and attitudes for itself at a difficult time of decision. Political censorship of speech, political interference in the teaching process, blocking of discussions, administrative gagging of professors not only contradict the mission of the university, but in the immediate perspective harm society. If students or other university employees hiding behind their backs do not agree with specific opinions openly expressed by Prof. Bielen, they should use their rights and freedom of speech and confront him on the level of substantive discussion and evaluation of rational arguments, instead of using disgraceful methods, discredited many times in the past.<\/span><\/p>\n <\/p>\n We strongly appeal to the academic community and its highest intellectual and moral authorities to eliminate disgraceful practices from the environment and to condemn irresponsible, immature attitudes, as well as to enable the broadest possible substantive discussion based on mutual acceptance and respect. No one has the right to claim a monopoly on legitimacy. The university is a place of confrontation of arguments and rationales, and not a field of political struggle carried out with the help of means from the arsenal of totalitarian regimes. Apart from incalculable social damage, a scandalous \u00ab\u00a0witch-hunt\u00a0\u00bb unleashed for low motives will also cause damage to the University’s image. Bielenia, to powinni skorzysta\u0107 z w\u0142asnych praw i wolno\u015bci wypowiedzi i skonfrontowa\u0107 si\u0119 z nim na p\u0142aszczy\u017anie merytorycznej dyskusji i ewaluacji racjonalnych argument\u00f3w, zamiast pos\u0142ugiwa\u0107 si\u0119 haniebnymi metodami, wielokrotnie skompromitowanymi w przesz\u0142o\u015bci.<\/span><\/p>\n <\/p>\n Stanowczo apelujemy do spo\u0142eczno\u015bci akademickiej i jej najwy\u017cszych autorytet\u00f3w intelektualnych i moralnych o wyeliminowanie ze \u015brodowiska niechlubnych praktyk i napi\u0119tnowanie nieodpowiedzialnych, niedojrza\u0142ych postaw oraz o umo\u017cliwienie jak najszerszej, otwartej i opartej na wzajemnej akceptacji i szacunku dyskusji merytorycznej. Nikt nie posiada, i nie ma prawa przypisywa\u0107 sobie, monopolu na prawomy\u015blno\u015b\u0107. Uniwersytet jest miejscem konfrontacji argument\u00f3w i racji, a nie polem walki politycznej toczonej przy pomocy \u015brodk\u00f3w z arsena\u0142u re\u017cim\u00f3w totalitarnych. Rozp\u0119tane z niskich pobudek skandaliczne \u00ab\u00a0polowanie na czarownice\u00a0\u00bb poza nieobliczalnymi szkodami spo\u0142ecznymi spowoduje r\u00f3wnie\u017c szkody wizerunkowe dla Uniwersytetu.
