Lettre ouverte aux autorités de l’Université de Varsovie

L’escalade du conflit militaire en Ukraine a déclenché une vague d’irrationalisme qui s’est propagée à la plupart des pays de la région et a affecté de nombreux domaines et aspects de la vie sociale. Le transfert des conflits politiques aux universités a été particulièrement dangereux et socialement destructeur. Un cas concret qui nous a poussés à réagir sous la forme de cette lettre est celui des actions scandaleuses prises par des fonctionnaires de rang inférieur de l’Université de Varsovie contre un enseignant-chercheur de longue date (46 ans en poste) distingué et respecté de cette université, le professeur Stanisław Bielen. Ces actions portent la marque d’un harcèlement illégal dicté par l’hostilité envers la personne du Professeur et l’aversion pour ses vues et opinions exprimées dans le cadre de la liberté académique. Sur la base d’accusations non spécifiées et imprécises portées au bureau du doyen par des personnes dont l’identité n’a pas été divulguée, des responsables académiques – le doyen et le vice-doyen de la faculté des sciences politiques de l’université – sans procéder à une vérification approfondie des dénonciations qui leur ont été fournies conformément aux procédures prescrites, sans présenter formellement les allégations à celui qui a été calomnié et sans entendre sa position sur la question, ont décidé de retirer immédiatement au professeur Bielen un de ses enseignements, et sans en informer ses étudiants.

 

Nous considérons qu’un tel comportement est inacceptable dans un état de droit civilisé, incompatible avec les normes des relations sociales et contraire aux principes fondamentaux de la liberté, de l’indépendance et de la neutralité universitaires. Ils rappellent des épisodes du passé peu glorieux de l’université de Varsovie : la discrimination raciale et la persécution pour ses opinions pendant les années de la dictature de la « sanacja » (1926-1939), la tentative totalitaire de casser la droiture des enseignants pendant la période stalinienne et la persécution antisémite de mars 1968. Au cours de ces périodes, l’université avait comme aujourd’hui perdu sa boussole morale, plaçant le pouvoir sur la communauté universitaire entre les mains de personnes ne possédant pas les compétences éthiques et intellectuelles suffisantes. Poussées par le désir d’avancement personnel, ces personnes étaient enclines à nuire aux autres en portant de fausses accusations contre eux et en créant une atmosphère d’ostracisme collectif autour d’eux.

 

Nous appelons les plus hautes autorités statutaires de l’Université de Varsovie à prendre des mesures décisives pour mettre fin à ces abus et à étouffer dans l’œuf toute tentative de politisation de l’académie. Comme tout État de droit démocratique, la Pologne et ses institutions publiques doivent respecter l’état de droit, les règles civilisées de la coexistence sociale et les principes de la culture politique, tant écrits que non écrits. Dans les situations où la paix mondiale est menacée, le principe de la liberté de la recherche scientifique, de la liberté de l’enseignement universitaire et de la liberté de discussion doit être particulièrement protégé. La société a le droit de bénéficier des fruits de ces libertés afin de se forger des opinions et des attitudes appropriées à un moment de décision difficile. La censure politique des discours, l’ingérence politique dans le processus d’enseignement, le blocage des discussions, le bâillonnement administratif des professeurs sont non seulement en contradiction avec la mission de l’université, mais dans une perspective immédiate, ils nuisent à la société. Si des étudiants ou d’autres employés de l’université qui se cachent derrière leur dos ne sont pas d’accord avec des opinions spécifiques exprimées ouvertement par le professeur Bielen, ils devraient utiliser leurs droits et leur liberté d’expression et le confronter au niveau de la discussion de fond et de l’évaluation d’arguments rationnels, au lieu d’utiliser des méthodes honteuses, discréditées à de nombreuses reprises dans le passé.

 

Nous lançons un appel pressant à la communauté universitaire et à ses plus hautes autorités intellectuelles et morales pour qu’elles éliminent les pratiques honteuses de l’environnement et condamnent les attitudes irresponsables et immatures, ainsi que pour qu’elles permettent un débat de fond aussi large que possible, fondé sur l’acceptation et le respect mutuels. Personne n’a ou n’a reçu le droit de revendiquer le monopole de la légitimité. L’université est un lieu de confrontation d’arguments et de logiques, et non un champ de lutte politique mené à l’aide de moyens issus de l’arsenal des régimes totalitaires. Outre les dommages sociaux incalculables, une « chasse aux sorcières » scandaleuse déclenchée pour de basses motivations portera également atteinte à l’image de l’Université. Pour éviter cela, les autorités universitaires doivent prendre d’urgence les mesures appropriées, avant qu’il ne soit trop tard.

 

 

 

 

 

 

Open letter to the authorities of the University of Warsaw

 

The escalation of the military conflict in Ukraine triggered a wave of irrationalism that spread to most countries in the region and affected many areas and aspects of social life. Particularly dangerous and socially destructive was the transfer of political conflicts to universities. A concrete case that prompted us to react in the form of this letter were the outrageous actions taken by lower-ranking officials of the University of Warsaw against a distinguished and respected long-term (46 years of work) research and teaching employee of this university, Professor Stanisław Bielen. These actions bear the hallmarks of unlawful harassment dictated by hostility to the person of the Professor and dislike for his views and opinions expressed within the framework of academic freedom. On the basis of unspecified and unspecific accusations made to the Dean’s Office by undisclosed individuals, academic officials – the Dean and the Deputy Dean of the Faculty of Political Sciences of the Warsaw University – without conducting a thorough verification of the reports in accordance with the prescribed procedures, without formally presenting the allegations to the victim of these accusations and without hearing his/her position on the matter, decided to immediately remove Professor Bielen from teaching, without informing his/her students.

 

We regard such behaviour as unacceptable in a civilised state of law, incompatible with the norms of social intercourse and contrary to the fundamental principles of academic freedom, independence and neutrality. They bring to mind episodes from the University of Warsaw’s inglorious past: racial discrimination and persecution for opinions during the years of « Sanacja » dictatorship (1926-1939), the totalitarian breaking of moral backbones during the Stalinist period and the anti-Semitic persecution of March 1968. In those periods too, the university lost its moral compass, placing the power over the academic community in the hands of people without sufficient ethical and intellectual competence. Driven by a desire for personal advancement, these people were inclined to harm others by making false accusations against them and creating an atmosphere of collective ostracism around them.

 

We call on the highest statutory authorities of the academy to take decisive action to put an end to these abuses and to nip in the bud any attempts to politicise the academy. Like any democratic state under the rule of law, Poland and its public institutions should respect the rule of law, civilised rules of social coexistence and the principles of political culture, both written and unwritten. In situations where world peace is threatened, the principle of freedom of scientific research, freedom of academic teaching and freedom of discussion shall be particularly protected. Society has the right to benefit from the fruits of these freedoms in order to develop appropriate opinions and attitudes for itself at a difficult time of decision. Political censorship of speech, political interference in the teaching process, blocking of discussions, administrative gagging of professors not only contradict the mission of the university, but in the immediate perspective harm society. If students or other university employees hiding behind their backs do not agree with specific opinions openly expressed by Prof. Bielen, they should use their rights and freedom of speech and confront him on the level of substantive discussion and evaluation of rational arguments, instead of using disgraceful methods, discredited many times in the past.

 

We strongly appeal to the academic community and its highest intellectual and moral authorities to eliminate disgraceful practices from the environment and to condemn irresponsible, immature attitudes, as well as to enable the broadest possible substantive discussion based on mutual acceptance and respect. No one has the right to claim a monopoly on legitimacy. The university is a place of confrontation of arguments and rationales, and not a field of political struggle carried out with the help of means from the arsenal of totalitarian regimes. Apart from incalculable social damage, a scandalous « witch-hunt » unleashed for low motives will also cause damage to the University’s image. To prevent this, the university authorities should take appropriate action as a matter of urgency, before it is too late.

 

 

 

 

 

 

List otwarty do władz Uniwersytetu Warszawskiego

 

Eskalacja konfliktu militarnego na Ukrainie wywołała falę irracjonalizmu, która rozlała się na większość państw regionu i dotknęła wielu obszarów i aspektów życia społecznego. Szczególnie niebezpieczne i destrukcyjne społecznie było przeniesienie konfliktów politycznych na teren uniwersytetów. Konkretnym przypadkiem, który skłonił nas do reakcji w formie niniejszego listu były oburzające działania podjęte przez niższej rangi urzędników Uniwersytetu Warszawskiego przeciwko zasłużonemu i cenionemu wieleoletniemu (46 lat pracy) pracownikowi naukowo-dydaktycznemu tej uczelni, profesorowi dr. hab. Stanisławowi Bieleniowi. Działania te noszą cechy bezprawnych szykan dyktowanych wrogością do osoby Profesora oraz niechęcią do głoszonych przez niego w ramach wolności akademickiech poglądów i opinii. Na podstawie  niesprecyzowanych i niekonkretnych oskarżeń skierowanych do Dziekanatu przez nieujawnione osoby, urzędnicy akademiccy – Dziekan i Prodziekan Wydziału Nauk Politycznych – bez przeprowadzenia rzetelnej weryfikacji donosów zgodnej z przewidzianymi procedurami, bez formalnego przedstawienia zarzutów pomówionemu, bez wysłuchania jego stanowiska w sprawie – postanowili natychmiastowo odsunąć Profesora od zajęć dydaktycznych, nie informując o tym jego studentów.

 

Uważamy takie postępowanie za niedopuszczalne w cywilizowanym państwie prawa, niezgodne z normami współżycia społecznego i sprzeczne z fundamentalnymi zasadami wolności, niezależności i neutralności akademickiej. Przywodzą one na myśl epizody z niechlubnej przeszłości Uniwersytetu Warszawskiego: dyskryminacji rasowej i prześladowań za poglądy w latach sanacji, totalitarnego łamania kręgosłupów moralnych w okresie stalinowskim i prześladowań antysemickich z marca 1968 roku. Również w tamtych okresach uniwersytet utracił busolę moralną, oddając władzę nad społecznością akademicką w ręce osób niemających dostatecznych kompetencji etycznych i intelektualnych. Powodowane chęcią osobistego awansu osoby te skłonne były szkodzić innym wysuwając wobec nich fałszywe oskarżenia i wywołując wokół nich atmosferę zbiorowego ostracyzmu.

 

Wzywamy najwyższe statutowe władze uczelni do podjęcia stanowczych działań, które położą kres nadużyciom i wykorzenią w zarodku wszelkie próby upolityczniania akademii. Jak każde demokratyczne państwo prawa, Polska i jej instytucje publiczne powinny przestrzegać praworządności, cywilizowanych reguł współżycia społecznego oraz zasad kultury politycznej, tak pisanych, jak i niepisanych. W sytuacjach zagrożenia pokoju światowego szczególnej ochronie powinna podlegać zasada swobody badań naukowych, swobody nauczania akademickiego i wolności dyskusji. Społeczeństwo ma prawo do korzystania z owoców tych swobód, by w trudnym czasie decyzji wypracować dla siebie odpowiednie opinie i postawy. Polityczna cenzura wypowiedzi, polityczne ingerencje w proces dydaktyczny, blokowanie dyskusji, administracyjne kneblowanie ust profesorom nie tylko są sprzeczne z misją uniwersytetu, ale w bezpośredniej perspektywie szkodzą społeczeństwu. Jeśli studenci lub ukrywający się za ich plecami inni pracownicy uczelni nie zgadzają się z konkretnymi opiniami głoszonymi otwarcie przez prof. Bielenia, to powinni skorzystać z własnych praw i wolności wypowiedzi i skonfrontować się z nim na płaszczyźnie merytorycznej dyskusji i ewaluacji racjonalnych argumentów, zamiast posługiwać się haniebnymi metodami, wielokrotnie skompromitowanymi w przeszłości.

 

Stanowczo apelujemy do społeczności akademickiej i jej najwyższych autorytetów intelektualnych i moralnych o wyeliminowanie ze środowiska niechlubnych praktyk i napiętnowanie nieodpowiedzialnych, niedojrzałych postaw oraz o umożliwienie jak najszerszej, otwartej i opartej na wzajemnej akceptacji i szacunku dyskusji merytorycznej. Nikt nie posiada, i nie ma prawa przypisywać sobie, monopolu na prawomyślność. Uniwersytet jest miejscem konfrontacji argumentów i racji, a nie polem walki politycznej toczonej przy pomocy środków z arsenału reżimów totalitarnych. Rozpętane z niskich pobudek skandaliczne « polowanie na czarownice » poza nieobliczalnymi szkodami społecznymi spowoduje również szkody wizerunkowe dla Uniwersytetu. By temu zapobiec, władze uczelni powinny w trybie pilnym podjąć stosowne działania nim będzie za późno.
